Syria is a complicated issue with multiple countries wanting a piece. Russia is Syria's major arms supplier. China is Syria's third largest importer. Its most important factor is its location to the Iraq oil fields and the Mediterranean Sea.

Syria is Iraq’s northwestern neighbor. The majority of Iraq's oil fields and refineries are located in northern Iraq.  The Iraq-Syria-Lebanon pipeline (currently closed) runs through Syria.

The shortest, fastest and cheapest way to get oil out of Iraq and to Europe and the US is across Syria to the Mediterranean Sea.  Otherwise the oil has to travel from Northern to Southern Iraq to the Persian Gulf, across the Arabian Sea, to the Indian Ocean then around Africa.  See maps.
